The proper configuration profile must be installed on devices that are going to test the pre-release software. IOS 13.4.5 and iPadOS 13.4.5 can be downloaded directly from the Apple Developer center for registered developers. Still, the pre-release software will be available to developers (and public beta testers in the near future) until Apple releases the new software to the public at some point in the relatively near future. We do know that the first developer beta of iOS 13.4.5 did add a quick and easy way to share songs from Apple Music to both Instagram and Facebook Stories. As you can tell from the numbering here this is a minor update in the grand scheme of things, and will primarily focus on updates and improvements behind-the-scenes rather than a ton of forward-facing new features for users.
